In a surprise move ahead of the vote, the United States circulated a rival U.N. Security Council resolution that would support a temporary cease-fire in Gaza.
The proposed resolution says Israelâs planned major ground offensive into the southern Gaza city of Rafah âshould not proceed under current circumstances.â
Riad Malki told the U.N.'s top court that "2.3 million Palestinians in Gaza, half of them children, are besieged and bombed, killed and maimed, starved and displaced."
Two-thirds of those killed were women and children, said the ministry. Some 69,000 Palestinians have also been wounded.
